Ex-president Benigno Aquino III and then Budget secretary Butch Abad finally were charged before the Ombudsman for technical malversation and assuming of legislative powers over their part in the proscribed Disbursement Acceleration Program (DAP).
Volunteers Against Crime and Corruption (VACC) chief Dante Jimenez, Bayan Muna Rep. Carlos Zarate and Bagong Alyansang Makabayan (Bayan) Secretary General Renato Reyes filed a case versus Aquino and Abad over the DAP, an operation said to be "not" constitutional by the Supreme Court.
The DAP was said to be the pork barrel of the Aquino administration. The legislative pork Priority Development Assistance Fund was removed by the Supreme Court at the height of the so-called pork barrel scam.
According to Jimenez, Aquino and Abad should be held liable for technical malversation for misuse of DAP funds for pet projects of the president.
He added that the two should also be held charged for usurpation of legislative powers for assuming the powers of the treasury of Congress.
In a statement, Zarate said the two should also be charged with graft and corruption. Zarate also added that DAP had nothing to do with stimulating the economy like many other projects approved by Aquino.
Zarate also added that reserves from DAP were also used to bribe lawmakers to impeach the late chief justice Renato Corona.
